I'm guessing they're doing this to test the waters after world-premiering Progressive turned out badly or... something along those lines that sounds less stupid than the way I'm putting it.

FLCL is one of those that should've been left alone. Not every series need sequels, whether they be TV, movies, or anime.

What if something ended on a cliffhanger or left a lot of plot holes?

If the series ended with a continuation in mind, or if the authors just weren't able to finish the story in their original work, then it could be seen as only a part of a greater work in the first place. In which case, the 'sequel' would be more of "the rest of the story" than a sequel.
But most works end pretty conclusively. For some reason this makes people assume that there's nothing more to be done with those concepts ever. FLCL is one of these things. Yes, of course the original series was perfect on its own, but... that never stops being the case. So when people say "this doesn't need a sequel", my response is, "what does that have to do with anything?"

This story is about Progressive though, not Alternative. FLCL Progressive was initially streaming US-only on adultswim.com, but they've recently opened it to other regions. Jason DeMarco mentioned on Twitter at one point that Progressive would stream outside the US, but it seems he didn't realize that it was initially region-locked. I suspect that it had always been the intention to stream it internationally, but it was initially region-locked by mistake since Adult Swim isn't particularly prudent when dealing with international audiences.
Hopefully Alternative will stream internationally from the get-go.
